Child Safe Standards

In July 2022, the Child Safe Standards were updated in Victoria and Choklits Child Care now meets all 11 Child Safe Standards and operates as a Child Safe Organisation.

There are 11 Child Safe Standards

  • Standard 1: Organisations establish a culturally safe environment in which the diverse and unique identities and experiences of Aboriginal children and young people are respected and valued
  • Standard 2: Child safety and wellbeing is embedded in organisational leadership, governance and culture
  • Standard 3: Children and young people are empowered about their rights, participate in decisions affecting them and are taken seriously
  • Standard 4: Families and communities are informed, and involved in promoting child safety and wellbeing
  • Standard 5: Equity is upheld and diverse needs respected in policy and practice
  • Standard 6: People working with children and young people are suitable and supported to reflect child safety and wellbeing values in practice
  • Standard 7: Processes for complaints and concerns are child focused
  • Standard 8: Staff and volunteers are equipped with the knowledge, skills and awareness to keep children and young people safe through ongoing education and training
  • Standard 9: Physical and online environments promote safety and wellbeing while minimising the opportunity for children and young people to be harmed
  • Standard 10: Implementation of the Child Safe Standards is regularly reviewed and improved
  • Standard 11: Policies and procedures document how the organisation is safe for children and young people

Governance

At Choklits we are guided by the Education and Care Services National Regulations 2011 and Education and Services National Law Act 2010.

Ministerial Council for Education, Early Childhood Development and Youth Affairs (MCEECDYA)

The Ministerial Council for Education, Early Childhood Development and Youth Affairs (MCEECDYA):

  • Oversees implementation of the National Quality Framework (NQF)
  • Makes the Education and Care National Regulations
  • Appoints members of AECQA Board Australian Children’s
  • Develops and oversees a set of national standards for teaching and school leadership and implements an agreed system of national accreditation of teachers based on these standards; and promotes excellence and national leadership in the professional development of teachers, educators and school leaders.

Australian Children’s Education and Care Quality Authority (ACECQA)

The Australian Children’s Education and Care Quality Authority (ACECQA) is the independent national authority that assists governments in administering the National Quality Framework (NQF) for children’s education and care.

ACECQA works with the Australian and state and territory governments to:

  • Implement changes that benefit children birth to 13 years of age and their families
  • Monitor and promote the consistent application of the Education and Care Services National Law across all states and territories
  • Support the children’s education and care sector to improve quality outcomes for children

State / Territory based Regulatory Authority

The Department of Education (the department) is the Regulatory Authority in Victoria, and is responsible for: all provider and service applications and approvals making sure NQF services meet the requirements of the National Law and National Regulations carrying out the quality assessment and rating process monitoring compliance with the National Law and Regulations, and the Children’s Services Act and Regulations investigating any complaints received, or information that alleges that offences have been, or are being committed that pose a risk to the safety, health or wellbeing of any child at an early childhood service taking compliance or enforcement action against a provider, service or nominated supervisor for an offence under either the National Law and Regulations (NQF) or the Children’s Services Act.

The National Quality Framework (NQF) operates under an applied law system, comprising the Education and Care Services National Law and the Education and Care Services National Regulations. The purpose of the applied law system is to set a national standard for children’s education and care across Australia.

The National Law and National Regulations outline the legal obligations of approved providers, nominated supervisors, and educators and explain the powers and functions of the state and territory regulatory authorities and ACECQA.

Rating And Assessment

All centres, Australia wide, are assessed by their state/territory regulatory authority to ensure that they are meeting the National Quality Standards. Each Choklits Service is assessed inline with these requirements and all currently maintain a rating of ‘meeting national quality standards’.

I would like to thank all the staffs of this Choklits Surrey Hill, especially the Director Qing and Manager Dee, for their support during this tough time for my child and I. I just moved to Box Hill, and I have had multiple tours around all the childcare in Box Hill. But there was not any make me feel satisfied with. As a result, I finally came across Choklits on a strong recommendation from a friend who has worked in the education industry for more than ten years. The environment inside is the cleanest childcare I have ever visited. And the teachers and children in this childcare are very kind. And the apps used for communication between families and educators is also very convenient for parents to know their children’s daily situation at any time. Teachers and the diretor will also communicate with each parent in a timely and patient manner. And they were very knowledgeable and enthusiastic about my child in a short time. So my child adapted to this new environment with their help in few days. Also, the distribution ratio between children and teachers is appropriate. Almost every child receives timely care and attention. Especially children with allergies are also highly concerned and cared by Choklits. The Choklits’s food is very good and the facilities here are also very good. Parents are strongly recommended to send their children to this childcare. This is undoubtedly a great support for parents.

Choklits Surrey Hills has been such a wonderful, positive place for my 2 year old. The staff always have a smile on their face and are so welcoming and the rooms and grounds are so clean. Does Choklits meet the Victorian Child Safe Standards?

Yes. Choklits meets all 11 Child Safe Standards in Victoria. These Standards help early childhood services keep children safe from harm and support their wellbeing.
They cover key areas such as child rights, family involvement, safe staff, staff training, child-focused complaints, safe spaces, and regular review of child safety practices.

The 11 Child Safe Standards are rules that help organisations keep children safe. They make sure children are listened to, families are involved, staff are suitable and trained, and services keep improving their safety practices.

Choklits keeps children safe through a mix of daily care, safe environments, clear routines, educator training, family communication, and strong governance. Our team works to make sure children feel secure, included, and supported.

We follow the Education and Care Services National Law, the Education and Care Services National Regulations, and the National Quality Framework. These systems set rules for quality and safety in early childhood education and care.

Child safety starts with the right people. The Child Safe Standards require services to make sure people who work with children are suitable and supported. Choklits follows this child-safe approach across our centres.

Yes. Child safety training is part of a strong child-safe culture. The Victorian Child Safe Standards say staff and volunteers must have the knowledge, skills, and awareness to help keep children safe.
At Choklits, our policies and practices support educators to understand child safety, wellbeing, safe behaviour, and how to respond to concerns.

Parents are a key part of child safety. Choklits invites families to ask questions, share concerns, and talk with their centre team about any part of the Child Safe Standards.
The Victorian Child Safe Standards also say families and communities should be informed and involved in promoting child safety and wellbeing.

When choosing a childcare centre, parents can ask direct questions about safety. Good questions include: “Do you meet the Child Safe Standards?”, “How do you train staff?”, “How do you handle concerns?”, and “How do you keep families informed?”

The Victorian Government says parents can support child safety by learning more and asking early childhood services about their safety practices.

If you have a concern at Choklits, please speak with your centre director as soon as possible. We want families to feel safe to raise questions, worries, or feedback.
In Victoria, families can also raise concerns with the service, the approved provider, or the Victorian Early Childhood Regulatory Authority. Concerns about a child’s safety, health, wellbeing, or staff behaviour should be raised right away.

Yes. A child-focused complaints process means the child’s safety and wellbeing come first. The Child Safe Standards require services to have complaint steps that are safe, clear, and focused on children.

Choklits encourages families to speak up early. We take concerns seriously and use feedback to improve our care.

In Victoria, the Victorian Early Childhood Regulatory Authority regulates approved early childhood education and care services. It also oversees the Child Safe Standards in the early childhood sector.
